This guide is still a work in progress, i will post what was changed at the bottom of the thread but i wanted to get this out there. Feel free to post with feedback or questions.
Spec:
There are two cookie cutter builds at the moment for maximum arms dps
54/17/0
Maximizes personal dps

Trades Unbridled Wrath for Commanding shout duty, giving you everyone in the raid maximum HP for progression fights, trades some rage generation and a spare GCD during a fight.
Hybrid PvP/PvE Build:
60/11/0
All the goodies of an arena build while getting the must have talents in arms so you can dps in PvE, probably the arena build i will be using this season as well.
good for 10 man content, not the best build for progression PvE content though.

Rotation:
Great arms dps come from managing a queue of abilities available to a warrior, and being able to think a few steps ahead.
Generally this queue is:
Rend
Execute
Overpower
Mortal Strike
Slam
Heroic Strike
Basically what this means is the most important thing is to keep rend up, it opens up Overpower and is now quite a nice DoT bleed. Once rend is up you revert to using this queue for which attacks you need to do to do the most DPS. If Rend is up on the boss, sudden death is not up nor is Taste for Blood, then Mortal Strike, if MS is on cooldown then you slam.
A note about Heroic Strike and Bladestorm:
Remember when i said good arms dps includes planning ahead?
This is where Bladestorm and Heroic Strike come into play.
Bladestorm fits into the queue between Mortal Strike and Overpower but before you do make sure you have a relativly fresh rend up on the target, and you not already at 100 rage.
If you are at 100 rage you can use heroic strike in conjunction with mortal strike when its available.
